What is Bill 23?
Bill 23 – the More Homes Built Faster Act, 2022 is an omnibus bill that proposes sweeping changes to the province’s natural heritage and land use planning legislation and policy. If accepted, it would amend many laws (e.g., the Planning Act, the Conservation Authorities Act), removing and weakening environmental protections and excluding the public from meaningful involvement in land use planning and decisions affecting their communities.
To top off the bad news, the provincial government is also proposing to remove lands from the Greenbelt for development.
Bill 23 will

Gut the role and authority of Conservation Authorities who protect Ontarians from catastrophic floods as well as protect vulnerable water resources throughout the Province
-
Override the authority of local Councils to prevent urban sprawl, create affordable housing, protect farmland, prevent flooding, and meet climate goals.

Assault our Democratic rights Bill 23 by preventing citizens from appealing planning decisions by local municipalities, for example, when land is rezoned for aggregate extraction; meanwhile, allowing developers and business owners to do so.

Pave over wetlands, forests, sensitive areas, and the Greenbelt by redefining what qualifies as a wetland. Experts say 70-90% will lose protection and conservation authorities will have to sell it off for development.

Make it more expensive to live in Ontario by removing development fees from certain developments which means we will have significantly less money (Toronto will lose over $200,000,000 a year) that normally goes towards affordable housing services, road repairs, and park space. These services have to continue. Experts believe our taxes will need to be raised to meet these expenses.

Lower the amount of affordable housing being built. Municipalities can now only expect developers to build 5% affordable units. This is far below what many municipalities have already set. Affordable housing will be redefined at 80% market rate; meanwhile, this is far above what municipalities have set and makes housing much more expensive.
